Our board of directors team is a "working board" as each member is actively engaged with mental health in our community and NAMI’s programs. In addition to our time, we each contribute financially to NAMI Jacksonville to help ensure the success of our organization.

The NAMI Jacksonville Board of Directors is a "working board." Each member is actively involved in different aspects of mental health in our community, and with NAMI Jax programs. In addition to giving their time, each member contributes financially to NAMI Jax to help ensure the success of the organization.

Vance Meyer

President

As a former corporate communications executive, Vance now works to create awareness about NAMI Jax in the Jacksonville community. He advocates for mental wellness at city and state levels, and uses a genuine desire to help others to give hope to people and families struggling with mental illness. He is working to acquire more skills that can help him be of service to others in need.

Vance’s efforts are inspired by 30 years of personal and family experience with chronic depression and anxiety, as well as by more recent significant progress in managing his symptoms through lifestyle change.

Kelly Eckley-Moulder

Vice President

Judge Kelly Eckley-Moulder was appointed to the Duval County Court bench in April of 2016.

In addition to her duties as a County Court Judge, Judge Eckley-Moulder began presiding over Mental Health Court in 2017, and she helped create the Mental Health Offender Program in 2021.

She graduated from Florida State University with degrees in Criminology and Psychology, and she received her law degree from the University of Dayton School of Law.

Kelly is married, and has three step-children, a grandson and two fur babies.

Camp Davis

Treasurer

Camp Davis is a Certified Financial Planner, and currently is Vice President of Investments with Raymond James.  

A Jacksonville native, Camp is a dedicated supporter of his community, serving on the boards of the 200 Club of Jacksonville and the Muscular Dystrophy Association. He also supports numerous causes, including Family First, The City Rescue Mission, Downtown Ecumenical Services, and Feeding America.  

Camp earned his Bachelor of Science degree from the College of Charleston.

In his spare time, he enjoys fishing, hunting and golf.

Leigha Tipley

Secretary

As a presenter for the Nami Jax Ending the Silence program, Leigha Tipley is successfully reaching young people with her message of recovery. She is looking forward to expanding her role with NAMI Jacksonville.  

Leigha works as a Talent Acquisition Lead and Subject Matter Expert in Strategic Workforce Planning at Mott MacDonald. She also serves as an active volunteer and on the Board at the Junior League of Jacksonville.

Leigha earned a BA in Business Administration from Westminster College, and an MBA from Jacksonville University.

Thelmecia Cason

Board Member

Thelmecia Cason currently works as a Senior Debt Recovery Business Operations Analyst with Novitas-Solutions, a subsidiary of Florida Blue, where she has been employed for 32 years. Thelmecia leads meetings, trains users, and develops work instructions for companywide systems.

She is deeply concerned about the stigma around mental illness that keeps individuals and their families from seeking the help they need.

Tammy Lynn Daniel

Board Member

Tammy Lynn Daniel - DNP, MA, RN, NEA-BC, is Senior Vice President and Chief Nursing Officer, and serves on the Executive team, at Baptist Health System. She has worked at Baptist Health System for 17 years, and has spent 37 total years in hospital leadership roles, hospital administration, nursing and patient care.

She serves in leadership roles and as a volunteer for numerous community organizations, and is a graduate of Leadership Jacksonville.

Tammy graduated from Marycrest College with a BS in Nursing, and earned her Master of Health Services Management degree from Webster University, and her Doctorate in Nursing Practice from Rush University.

Tad Delegal

Board Member

Tad Delegal has practiced law in Jacksonville for 32 years and is the only Florida Bar certified attorney in both Labor & Employment Law, and Administrative Law. He has served on, and chaired, the two Florida Bar committees for each of his certifications as well as a Bar grievance committee. Tad is a former President of the Jacksonville Bar Association, a member of the American Board of Trial Advocates (ABOTA), and a Fellow of the American Bar Foundation.  

He received the “Twelve Who Care” award for pro bono service to children with disabilities, Jacksonville Legal Aid’s Kathy Para award for pro bono service, and Jacksonville ABOTA’s Professionalism and Civility Award. Tad has served as Board Chair for the Jericho School for Autism and Related Disabilities, President of the San Marco Rotary Club, and Senior Warden for All Saints Episcopal Church.

Tracy Dixon

Board Member

Tracy Dixon works as a manager and technology consultant for Centric Consulting, and is a graduate of Leadership Jacksonville. She also serves on the Board of Directors of the Child Guidance Center.  

She wants to use her technological skills to help reduce the stigma of mental illness.

Tracy has an MBA and a BS in Computer Science and Engineering from the University of North Florida.

James Franco

Board Member

James Franco is part of the investment committee and serves as Chief Compliance Officer of Timucuan Asset Management. He is a member of the Virginia State Bar and a CFA Charterholder.  

James has a fervent desire to increase awareness and reduce the stigma of mental illness.

He earned his BS from Trinity College, and his JD and MBA from the University of Virginia.

In his free time, he enjoys spending time with his wife and their dog Harper.

JJ Keitzer

Board Member

JJ Keitzer is an accomplished executive and small business owner with a passion for building products that matter and cultures that endure.

He believes that the critical services that NAMI Jax delivers underpin a healthy, thriving community. As a lifelong Jacksonville resident—with a heart for the urban core and surrounding neighborhoods—he is keen to see the positive outcomes of mental health support and crisis intervention in reducing local homelessness.

JJ also serves on the Board of Hubbard House, the oldest full-service certified domestic violence shelter and center in Florida, dedicated to every relationship being violence-free.  

He is a graduate of Florida State University, where he earned his Bachelor of Science in Finance.

Michelle Pargman

Board Member

Since 2012, Michelle Pargman has served as the New Directions EAP & Wellness Clinician, dedicated to Florida Blue employees and their household members.

As a Licensed Mental Health Counselor, Michelle recognizes that mental health support and treatment is not one-size-fits-all, and that there are many different pathways and entry points to assist each individual's personal journey. Michelle is an active member of her community, and actively amplifies NAMI's programs in professional and personal settings as an important support option that can change lives for the better and help people recognize that they are not alone, and there is hope.

She received her Masters and Specialists degrees in Counselor Education from the University of Florida.

Board Member

Evelyn Woodward is a Licensed Clinical Social Worker, a Certified Employee Assistance Professional, and a Masters Certified Addiction Professional.  

Currently, Evelyn serves on the Employee Assistance Certification Commission, while employed at Lucet as a Clinical Supervisor. She has practiced behavioral health for 40 years, working with diverse populations in various settings.

A native New Yorker, Evelyn received a BA in Sociology/Social Work from Skidmore College, and an MS in Social Work from Columbia University.

Executive Director

As Executive Director for NAMI Jacksonville, Suzanne is responsible for coordinating all aspects of NAMI Jax that enable us to fulfill our mission: advocating for, and providing education and support to those living with mental health conditions.

Suzanne is an attorney with over 20 years of experience in business and technology law. During her life journey, Suzanne was faced with a mental health crisis involving a loved one who struggles with mental illness, which lead her to redirect her passion, career, and caregiving to support her loved one and others challenged with mental illness.

Through her compassion for others, sharing of her life experiences, and bringing awareness to all the challenges of mental health care, Suzanne works to break down the stigma surrounding mental illness and bring awareness for the need of communities to help those living with mental health conditions to lead valuable and rewarding lives.

Suzanne is the mother of 2 loving girls, and wife to a good and supportive husband.

Cheryl Virta

Operations Manager and Advocacy Liaison

Cheryl joined the NAMI Jax team after working as an attorney for almost 30 years. Due to her passion for mental health advocacy and supporting families, she feels truly blessed to have a position at NAMI Jax.

As Operations Manager, Cheryl’s organizational and legal skills ensure that the office runs smoothly and efficiently. As NAMI Jax Advocacy Liaison, she uses her legal skills to advocate for better mental health laws and resources that help people with mental health conditions.

Cheryl discovered NAMI Jax through the Family Support Group. She became a support group facilitator, and currently leads Family Support Group meetings, which are designed for family members of teens or young adults with a mental health condition.

She is passionate about advocacy. Cheryl helped start, and lead, the Northeast Florida Mental Health Advocacy Group, which works to improve mental health at the federal, state, and local levels.

Cheryl has a Juris Doctorate from the University of Florida and a Bachelor of Arts from the University of Tampa. She has two amazing children.

Deanna Brown

Program Manager

As the Program Manager at NAMI Jacksonville, Deanna supports individuals and their families with essential information about NAMI Jax Family and Peer Programs.

As a result of several years of professional and personal experience with mental health conditions, Deanna understands the importance of providing services and resources not only for individuals living with mental health conditions but for their families as well. She works to end the stigma surrounding mental health, and advocates for knowledge expansion of mental health programs and services available to the local community and surrounding rural areas.

Deanna’s passion for mental health advocacy has led her to pursue her Masters of Science degree in Mental Health and Wellness with an emphasis in Mental Health Administration.

Deanna is an influential leader in her community, making a significant impact on local youth organizations, and shares the importance of mental health awareness at any age.

She is the mother of 5 and a wife to a supportive and loving husband.

Deshawn Ruffin

Development Manager

Deshawn plans events that increase awareness of NAMI Jax across the community, donor stewardship, and he secures philanthropic support for the NAMI Jax mission.

He has worked in the non-profit space for his entire professional career, and has experience in event and program management.

Deshawn is a witness to the trials and tribulations that loved ones face when they don’t receive the support they need to navigate their mental well-being. He understands the importance of spreading the awareness of resources available to families in need.

As a Jacksonville native, Deshawn is committed to making a positive impact in the community that shaped who he is today.

He is determined to increase the development of NAMI Jacksonville for the betterment of the Duval community.

Wendy Weissmueller

Peer Program Coordinator

Wendy is passionate about building a strong sense of community, ending the stigma around mental illness and advocating for mental health. She feels strongly about supporting individuals early in their recovery.

She has been involved with NAMI since she was 19, and appreciates the sense of community it has given her over the years. She credits NAMI with having played a big part in her successful recovery and helping her understand that she is not alone.

Wendy received her Masters in Clinical Psychology with a focus in Counseling from National University in Los Angeles in 2019. She also has specialized training in trauma and dual diagnosis.

She began her career working at a mental health nonprofit in Los Angeles, and has worked in various roles in mental health since then.

Her recent move from California to Florida has brought her closer to family and loved ones. Wendy values her roles in her life as daughter, sister, aunt and friend.

Ethel Still-Richardson

Family Program Coordinator

Ethel brings 25 years of experience in the social services and mental health industries, in both the public and private sectors, to NAMI Jax. The need to support mental well-being for everyone is at the core of her belief system.

Ethel has a passion for developing and growing programs that focus on self-sufficiency outcomes related to independent living, employment, and community inclusion, for diverse populations with unique abilities.

She has worked as an inmate counselor/instructor in the prison system, preparing inmates for re-entry back into the community, and in the mental health field as a counselor for adults, providing and monitoring case plan goals and objectives for mental health treatment.

Ethel’s family has been touched by PTSD, anxiety, dementia, and bulimia. She has had first-hand experience trying to navigate various social systems to ensure that she and her loved ones received the services needed for healthy, sustainable, and productive lives.

Ethel, a native Floridian, received her undergraduate degree from Bethune Cookman College (now known as Bethune University), and her graduate degree from the University of Central Florida, where she studied legal studies and criminal justice. She has a doctorate degree in Organizational Leadership from Nova Southeastern University.

Ethel is a mother, a happily married wife of a disabled veteran, and a proud grandmother.
